Prime Retail Inc. has returned to Martinsburg, but instead of discussing apurchase of the Blue Ridge Outlet Center with its owners, the Baltimore-based operator of factory outlet malls is now managing the Martinsburg Mall.
It was in 1993 that Prime Retail entered into negotiations to purchase Blue Ridge, but 18 months later decided to build an outlet mall in Hagers town. The Blue Ridge owners sued Prime over allegedly breaking a confidentiality agreement by using tenant-leasing data to evaluate the prospects for building a competing center. Blue Ridge lost the suit and the center eventually went out of business after many stores migrated to the more convenient Prime Outlet location on ...
