Federal leadership on civil rights standards: What can we expect?

History has demonstrated that civil rights standards must be set at the federal level. Because advancing the rights of minorities in the context of changing demographics and values is always controversial, leadership must come from the Supreme Court or the White House. The conservative decisions in the civil rights area made by the current Court, and the issues that have yet to be decided, make the civil rights approaches coming from the White House all the more critical at this time. My experience as vice chair of the Equal Employment Opportunity Commission (EEOC) and my work with civil rights issues affecting employment provide a frame of reference for this article.
