Career exploration within the secondary school system was mandated by West Virginia legislation in the late 1990s. Seventh and eighth grade students were to be exposed to career clusters. In preparation for developing a capacity-building curriculum about the fashion industry, a middle school teacher served as the co-chaperone for a college-level merchandising study tour to New York City. Exposure to the fashion industry generated several ideas about developing linkages between secondary schools, colleges, and the West Virginia Association of Family and Consumer Sciences (WVAFCS).
