I. INTRODUCTION
The current international legal framework for regulating nuclear safety is inadequate. This inadequacy is evidenced by the fact that despite the Convention on Nuclear Safety,1 the following unsafe occurrences continue: unsafe plants continue to operate, some safely-designed plants lack adequate technology and management, and avoidable accidents continue to happen. This note will critique the international legal framework for the safety of nuclear energy and suggest methods for improvement.
