FERC has a three-pronged strategy in its approach to natural gas storage, says Bill Hederman, director, office of market oversight and investigations, within the Federal Energy Regulatory Commission.
"The three keys to our approach to storage are the need for adequate infrastructure, rules and enforcement of those rules," he told gas-market executives at Ziff Energy Group's North American Gas Strategies conference in Houston last week.
The traditional role of gas storage has been to enhance efficiency. "Excess production capacity makes storage less valuable. That excess is gone. Now storage is a big part of the answer."
