For many years, they were considered "trade secrets" and not disclosed. In 1977, the cosmetic labeling act went into effect, igniting a battle of wits between the cosmetic companies and the FDA.

When the eye shadow and blush settled, the companies agreed to, among other things, list ingredients with concentrations greater than one percent in descending order of predominance; color ingredients and additives listed in any order, but not specific fragrances or flavors used.
