Throughout Europe, utility and transportation companies have their own telephone and data networks. Not only are these networks made available to the state in cases of emergency, but capacity is also frequently leased to other utilities or to private users.

These networks hit the headlines during the severe storms and floods that swept Europe in October and November, when lines suffered damage; gas pipeline operators found themselves linking through the railway communications network and vice versa. River level monitoring and control also uses these networks.
