The legal tactic St. Vincent's School for Boys is using in an attempt to become part of San Rafael is so unusual it borders on man-bites-dog territory.
It's not uncommon for a resident of an unincorporated area to protest a city's attempt to annex a neighborhood. It's highly unusual, however, when a "resident," in this case St. Vincent's School for Boys, goes to court to force a city to annex.
