Why have photographers from Finland, a country on the periphery of Europe with a population of only 5 million, gained a prominent place on the world stage? Museum directors and collectors of art photographg routinely talk with admiration about what has become known as the "Helsinki School of Photography," but they aren't referring to a particular national style or technique.
