INTRODUCTION
A talk on the theme of international relations (IR) and international law (IL) could potentially go in two directions. Obviously it would be possible to discuss the role of law in international affairs. We have had a clear reminder this week of the intimate relationship between the two. The collision and emergency landing of an American surveillance aircraft in China have reminded us all of the role that rules play in diplomatic affairs. This incident looks like it will be settled very soon, possibly this weekend, and certainly without any overt exercise of legal authority.
