Myself and Senator Obama today are introducing legislation called the Oversee Act to accomplish two main purposes.

One is this tremendous amount of money that is going to be required in the relief effort for Hurricane Katrina. We need to make sure the money goes to where it's needed.

The other thing is, we need to make sure it's procured properly.
