Channel Surfing; More than two decades after it was mandated, public access may finally come to Philly.

Mayor Street, whose pockets bulge with electronic gadgets like his BlackBerry and his cell phone, often describes himself as a tech junkie. In fact a Street administration plan to provide low-cost wireless Internet access to every Philadelphia resident has attracted worldwide attention.

"Just as roads and transportation were keys to our past, a digital infrastructure and wireless technology are keys to our future," Street commented last August.

Somewhat ironically, Philadelphia remains the only major American city without a much more pedestrian technology--public access television. But cable access advocates are capitalizing on Mayor Street's vision to make Philly a tech mecca. And after ...
