If a major catastrophe were to occur in your neighborhood, the citizens who live there would be alone until help arrived. They may have to wait a matter of minutes until local responders rolled in... Or they may have to wait for hours, even days.

Whatever the case, those untrained citizens would be on their own until support arrived, taking whatever measures they could as they responded to the challenges that faced them. The Hurricane Katrina disaster underscored these facts graphically to the country.

Disaster may not strike close to home, of course. But what if your jurisdiction becomes an evacuation site, and your community has to cope with an influx of people that doubles, or triples, ...
