THE RENOWNED FRENCH GENERAL, Marshal Lyautey, once asked his gardener to plant a tree. The gardener objected saying: "Marshal, this tree is slow-growing and will not reach maturity for a hundred years." Lyautey replied: "In that case, there is no time to lose -- plant it this afternoon!"
Building capacity for Canada's next major earthquake is also a process that takes time and there is no time to lose. Inevitably, there will be an earthquake in Canada that will lead to losses in excess of $30-billion -- and we are not prepared.
