Reducing Racial and Ethnic Disparities in Medicare

Medicare's federal entitlement offers a set of defined health benefits to more than 40 million elderly individuals and persons with disabilities. By virtue of their access to a social insurance program with uniform benefits that cuts across socioeconomic, class, and racial and ethnic groups, Medicare beneficiaries are, in principle, assured access to mainstream healthcare. Hospitals, nursing homes and other medical providers who receive Medicare funds--with the notable exception of physicians--are required by Title VI of the Civil Rights Act to provide care on a nondiscriminatory basis.
