Article: Top Hat special bus service under scrutiny

The city and county are not satisfied with the service being provided by Top Hat Inc., which has the contract to transport the elderly and those with special needs in La Crosse County.

Some riders are not getting to their destinations, including doctors' appointments and jobs, on time, transit manager Keith Carlson told the Municipal Transit Utility Wednesday.

"We are not happy with (the service)," he said. "We intend to continue the contract in '06, but we have clauses that we can take action, up to cancelling the contract, if (the service) does not improve."
