AT THE REQUEST OF FHWA, THE AUTHOR PREPARED A WHITE PAPER TO PROVIDE OBSERVATIONS AND PRINCIPLES TO FHWA FOR ITS CONSIDERATION IN COMMUNICATING WITH NON-FEDERAL ELECTED OFFICIALS. THIS FEATURE SUMMARIZES THE WHITE PAPER, PROVIDES INFORMATION ON NON-FEDERAL ELECTED OFFICIALS AND THE ENVIRONMENT WITHIN WHICH THEY OPERATE AND GIVES GUIDING PRINCIPLES FOR ENHANCING COMMUNICATIONS.
