Live long enough in the Giuliani gulag and you get the inevitable urge to hug a tree. Let's face it, even plants have their problems with a Republican administration. When the mayor announced his most recent proposed cuts to the city budget, they included an 8.4 per cent reduction for the Department of Parks, much of it to be siphoned from seasonal budgets. What, you might ask, are parks about if not seasons? Trees know this, even if politicians don't.
