In February 1999 President Clinton affirmed that Vietnam was "fully co-operating in good faith" in all areas where the United States sought progress in identifying and repatriating the remains of U.S. service personnel who were listed as missing-in-action during the Vietnam War. Vietnam's positive action on immigration matters enabled President Clinton in June to extend the waiver on the Jackson-Vanick amendment to the 1974 Trade Act.
