This article attempts to bridge the gap between total quality management (TQM) theory and its practical application to safety. A process for developing and implementing a safety management system that incorporates TQM concepts, ISO 9000 quality requirements and hazard-specific technical mandates is outlined. This process is then used to determine requirements for a work safety management (WSM) system that incorporates the best modern management and quality characteristics. This fully developed system promotes continuous improvement and fosters a culture of complete management and employee involvement.
