Article: Qualified person, unqualified person?`

Much confusion and controversy surrounds the requirements for a "qualified person" who can be permitted to perform certain functions involving workplace hazards. As instructors of many seminars on electrical safety (for both OSHA and the ASSE), we hear these questions frequently. Our experience (encompassing most types of electrical work) combined with our observations of effective safe work programs developed from practical front-line experience (before the advent of OSHA) may be helpful to others facing similar questions.
