Former Secretary of State George Schultz Friday called for a new Kyoto treaty that would include the United States and set clear, realistic goals. Schultz spoke at the Silicon Valley Leadership Group's Energy Summit, where the discussion was about solar and other forms of green energy. Schultz, who served as Ronald Reagan's Secretary of State and is now affiliated with the Hoover Institution, said any treaty would have to include all the major sources of greenhouse gases.
