Small-business groups, angered by rising health-insurance costs that they say prevents many businesses from offering coverage to their workers, will take their case to Washington voters. Three advocacy groups today said they're filing the paperwork with the Secretary of State's Office to launch a ballot initiative that will ask voters in November to approve a plan that will allow health insurers to offer a lower-cost plan to small businesses. Gov. Gary Locke is expected to sign a health-care bill today that the groups called "neutered" and full of costly mandates, such as requiring "alternative care" to be offered by insurers.
