WASHINGTON, Nov. 10 - The House Government Reform Committee concluded in a 44-page report released Thursday that it did not have enoughevidence to determine whether Rafael Palmeiro had lied under oath in March when he defiantly testified that he had never taken steroids, even though he tested positive a few weeks later. The committee initiated a perjury investigation of Palmeiro after he was suspended for 10 days in August for testing positive for stanozolol. The report found that the drug's detection period of up to four weeks made it impossible to prove it was in Palmeiro's blood when he pointed his index finger at the committee on March 17 and denied ever having used steroids.
