Eleven thousand 12-year-olds are on the verge of losing their health insurance as Albany dithers over New York State's budget. At stake in the stalled negotiations is Child Health Plus, a program that provides primary and preventive health care for about 70,000 young children of parents who work but are too poor to afford coverage on their own.Gov. Mario Cuomo supports raising the cutoff age of the program to 13 -- so that today's 12-year-olds do not become tomorrow's uninsured 13-year-olds. So does the Assembly.
