ECONOMIC uncertainty usually results in few new products. But a surprising variety of fresh designs was shown at the New York International Gift Fair, the semiannual wholesale marketplace that took place last week at the Jacob K. Javits Convention Center. The booths in the ''accent on design'' area, showing contemporary furnishings and housewares, were filled with innovative products, which used plastics and paper in unexpected ways.
