As Sheldon Silver, the New York Assembly speaker, learned recently, whatever happens in Vegas does not always stay in Vegas. Mr. Silver and his wife went there on vacation two years ago. They hit the jackpot as soon as they checked into the Paris Las Vegas Hotel. The Silvers were upgraded to a $1,500-a-night suite usually reserved for high rollers. Never mind that he was paying a $109 government rate; these things happen, and Mr. Silver would have you believe it had nothing to do with the fact that Caesars Entertainment Inc., the hotel's owner, is hoping to get a slice of the casino action in New York State.
