To the Editor: Re ''Expanding Democracy in Florida'' (editorial, June 30): You correctly note the frustrating delays in Florida's process of restoring voting rights.Additional facts reveal how unfair and illogical the process is. Approximately 30 percent of all individuals ineligible for rights restoration under Gov. Charlie Crist's new policy cannot have their voting rights restored because they owe restitution.
