SHIP BALLAST WATER LAW IS A MUST.(Editorial)

Now that it's clearly understood that ballast water in ships is spreading all manner of exotic, nuisance species into the nation's waterways, Puget Sound and the Columbia River estuary among them, it's time for Congress to act.

The way to come to grips with the ballast water transport of exotic species -- and the huge costs of eradicating or controlling them -- is to enact one federal law that uniformly applies in all the nation's ports. Instead, individual states, including Washington and Oregon, are enacting their own regulations to try to prevent ecological catastrophes in their states.
