Jul. 16--Drawing a light-rail system on a map is the easy part.
But it doesn't answer questions such as: Who would own it? Who would operate it? How would construction be financed? How would operational costs be covered?
And then there's the little detail of whether the first phase of a Clark County loop could be started along Interstate 205.
